Surely, Ukrainian businesses have already become accustomed to the frequent changes in our legislation, sometimes occurring weekly. Since this affects reputation or resources, automating access to key legal resources has become critically important. Therefore, primarily for our own needs, we integrated our AI-UniBot Personal Assistant & Corporate Chatbot with the Legislation of Ukraine | Zakon.rada.gov.ua official database. Now, using Artificial Intelligence, it automatically retrieves, analyzes, and indexes new regulatory acts (NRA) without Human intervention. This ensures our Administrative Personnel instant access to the latest versions of documents from the Parliament, the President, the Cabinet of Ministers, and the judiciary.

Additionally, the bot verifies the relevance or validity of the retrieved data, compares it with previous norms, or performs deep analytics (for example, to understand the implications of legislative changes in a particular sector) upon User request. So, here are some examples of how its capabilities are applied.

The Law Firm assists the Clients in international trade. One of the main challenges (practically daily) is the constant monitoring of changes in customs legislation. Previously, the Lawyers spent hours searching for updates by manually downloading documents onto Microsoft 365 SharePoint. Now, resolutions from the Cabinet of Ministers related to export-import operations are automatically tracked by AI-UniBot, integrated with Zakon.rada.gov.ua. For instance, when there was a change in the procedure for exporting grain, the bot indexed the document within minutes. And as soon as the Client inquired about the new certificate requirements, the Lawyer quickly received the bot’s response with a link to the current version of the resolution, avoiding delays in deliveries.

Routine tasks can also be greatly simplified in the State Tax Service. Its Officers process hundreds of inquiries daily from Entrepreneurs regarding VAT payments. Using AI-UniBot, they could quickly receive links to explanations from the Ministry of Finance. Or even better, those precise explanations, analyzed and summarized by the bot in natural language. Without AI, updates on the relevant site must be checked manually, which takes hours of work. Instead, the bot would take minutes, automatically indexing documents, for example, by keywords «VAT», «environmental tax», etc. And if receiving a question from an Entrepreneur about reducing the tax for renewable energy producers, the Officer could effortlessly provide a quick answer with a link to the new law passed literally a week ago.

Here’s how it works: the Client's Administrator sets filters in the AI-UniBot interface, selecting document types (orders, laws, court resolutions), keywords, publication dates, or areas of law. The bot periodically scans Zakon.rada.gov.ua through the API, detects new or updated NRAs that match the criteria, and uploads them. The system automatically indexes the text, recognizing the document’s structure (articles, clauses, appendices), and adds it to the knowledge base.
If the User requests information, AI-UniBot analyzes the indexed data, including previous versions, and formulates a response with links to specific sections. For example, upon the query «What changes in the tax code affect small businesses?», the bot will provide a comparative table of changes, specifying effective dates.
